With no offshore charter operating out of Ballina, the town's most accessible and reliable dive is this easy shore entry along the inside of the Richmond River's north breakwall and the adjoining tidal lagoon at Shaws Bay, East Ballina. It is not a destination dive in the sense of Julian Rocks or Cook Island, but it fills a real gap for local certified divers, students and macro photographers who want a low-cost, boat-free option that can be dived solo or with a buddy at short notice. The breakwall itself drops from the surface to a sand-and-rubble bottom in 2 to 8 m, with juvenile tropical fish recruiting into the sheltered water on the East Australian Current through summer and autumn in the same way they do at the Tweed River shore dive further north, alongside resident rays, flathead, octopus, moray eels and a good range of nudibranchs on the rock. Shaws Bay lagoon behind the breakwall is even more sheltered — effectively landlocked and tidal rather than oceanic — making it a useful fallback for a dive or a night dive when even the breakwall itself is too rough, and a popular spot for beginners and families to snorkel. The defining constraint at both sites is the tide: the Richmond River mouth pushes a genuine current on the outgoing tide that is unsuitable for a casual shore dive, so a visit here needs to be planned around the last of the incoming tide or high slack water, broadly a one-to-two-hour window. Visibility is modest by regional standards, generally 3 to 8 m and highly dependent on recent rainfall in the Richmond catchment, and boat traffic through the channel near the breakwall should be respected with a dive flag or float. For anyone staying in Ballina without their own boat, though, this remains the easiest and most dependable way to get in the water.
